Council hears plans for rodent‑proof dumpster pilot, expanded composting and container subsidies

Multiple witnesses said physical container upgrades are the simplest way to reduce food availability for rats. Georgetown BID’s Matthew Millage described successful pilots using enclosed public trash cans and urged grants to BIDs and main‑streets to purchase equipment. "The RIMMY Act's rodent proof dumpster pilot builds on this proven strategy," he said. Witnesses and industry experts cautioned that a pilot must be geographically concentrated so that businesses on a block move simultaneously; otherwise rats will concentrate where food remains available.
