Agreement clarifies incident command and chiefs' discretion to refuse response

The mutual-aid text specifies that the Requesting District will retain full command of managing a peril on its territory, while the ranking officer from an Assisting District remains in charge of that district's manpower and equipment but otherwise follows the Requesting District's orders. That division is intended to preserve unified incident management while keeping each department responsible for its own crews.

The agreement also states that an Assisting District's Fire Chief or ranking officer may decline to respond "in the sole judgement and discretion" of that chief if response would imperil the assisting district—examples listed include concurrent fires, improper equipment, lack of manpower or other hazardous conditions. That clause explicitly preserves local operational discretion in emergency deployments and limits automatic obligations to assist under certain conditions.
