Collin County updates timelines and costs for multiple capital projects, detention phase nearing completion

Sandeep Katuria, Collin County’s director of building projects, presented the county’s quarterly construction update, reporting progress across several bond- and ARPA-funded projects. He said the adult detention facility Phase 2 is "88% complete" and that construction costs including change orders to date total $112,500,000, with an anticipated substantial completion in early July.

Katuria described progress on the public health and medical examiner buildings and the modular central utility plant. He told the court the public health/medical examiner project has a combined construction cost of $64,460,000 with recent change orders totaling $1,147,000 for the last quarter and total change orders of roughly 4.28% to date. He said the modular central plant is about 92% complete and listed its construction cost as $31,800,000, noting owner-requested changes to add chillers had driven additional change orders.

The presentation included project-level details: roof, masonry and finish percentages on several buildings, HVAC startup in progress, and photographs of completed work. Katuria also said the county is targeting roughly 8,824 square feet and $4,900,000 in funds for a new animal-shelter adoption facility and that courthouse expansion schematic design and CMAR contracts are in progress with site work anticipated later this year.

Commissioners asked technical and schedule questions, including whether temporary chillers on-site would be removed once the modular plant is online. Katuria confirmed the intent to remove temporary chillers once the new chillers are feeding the campus and said the plant should provide adequate capacity for summer cooling needs. The court did not take a formal vote on any construction actions at the conclusion of the presentation.
