Developers outline 32-unit Webster Residences; SNRCC schedules site visit

Presenters for the Webster Residences pre-application described a planned residential development at 194 Webster Road that would include eight four-unit townhome buildings (32 units total) and on-site storage units. Mr. Galipeau of Civil Engineering Associates said the proposal locates a stormwater pond on the parcel and that additional impervious area might be captured to reduce runoff. "Mr. Galipeau reviewed the site location and said the applicant would like to build eight, four-unit buildings," the commission record states.

Development Review Planner Casey Smith and Stormwater Superintendent Shayne Geiger discussed regulatory constraints. Geiger told the commission that Class 3 wetlands in the project area "are not regulated in the Shelburne bylaws," and that the steep slopes on the parcel do not meet local thresholds for regulation. Applicants agreed to supply additional information about rare and endangered species that may be affected; Geiger said he believes the species are unlikely to be substantially impacted. A sidewalk is proposed on one side of the roadway to meet town regulations, and the applicant said a landscape architect will be engaged to install native vegetation near the stormwater pond.

Commissioners raised density and connectivity questions. Commissioner Sean MacFaden encouraged higher density to reduce the overall footprint, while property owner Mr. Williams said the plan calls for higher-end townhouses and that preference limits density. The commission discussed guest parking on the street and additional pedestrian connections in the Webster Road area. A site visit was scheduled for August 19 at 4:00 PM, and the application will be discussed further at the SNRCC meeting on August 26, 2026.
