Commissioner Harris presents clerk notification, accountability drafts; Board to update job descriptions

Commissioner Iris Harris told the Board there is no formal policy for the clerk’s position and presented two draft documents: an official board meeting notification and scheduling protocol and a clerk performance and accountability document. "The clerk had requested a formal procedure for meeting notifications, including called meetings and work sessions," Harris said, and commissioners discussed using county email for notifications and blind‑copying commissioners on group messages to avoid inadvertently creating a quorum.

Deputy Clerk Sandy Cox said a draft of the updated personnel policy manual is complete and needs attorney review before the Board can approve it. Commissioners noted they had not received a full manual with highlighted changes and debated whether corrective‑action provisions in the clerk accountability draft (written notices, performance improvement plans, potential termination) should be included in policy or handled in a job description. The Board agreed to review both drafts further and to revisit the matter at the next work session, using the documents as a starting point to create a formal job description—the current job descriptions were not updated since 1994.
