A motion to form a 'Committee for Department Improvement' was the subject of split council action at the Nov. 18 special meeting. According to the minutes, Cecilia Padilla-Lopez and Gabriel Vallejo voted to table formation of the committee while Michelle Bergmann and Jacob Taylor voted in favor; Casondra Dailey broke the tie to approve formation.
