The sponsor presented SB 1196 on behalf of Senator McNerney as legislation to streamline small energization projects by allowing applicants to submit utility hookup requests when they apply for a building permit, creating CPUC timelines for IOUs, and barring utilities from canceling a connection without applicant consent. The presenter said homeowners waiting for ADU hookups have in some cases waited a year.
