Assemblymember Carrillo presented SB 941 on behalf of Senator Padilla, saying the bill "would prohibit the sale of commissary items in private detention facilities at prices that exceed a 35% markup above vendor cost." He described commissary markups in private detention settings with specific examples: "a bar of ice spring soap was marked up by 75%, ramen noodles by 100% ... and canned tuna by 300%."
