During the pre-meeting study session, Interim City Manager/Finance Director Kevin Plockmeyer reviewed the 2026 Strategic Action Plan, describing it as the city's roadmap for staff priorities and performance incentives. Plockmeyer said the plan includes 22 organizational goals and 38 departmental supports and that the goals and supports were assigned a combined total of 100 points for the FY 2026/2027 Performance Incentive Program.
