Maple St. Estates subdivision revisions reviewed; commission withholds final approval

Joe Reese of Milnes Engineering presented revised final plans for the Gary Farber Maple St. Estates subdivision, saying the previously approved final plans were being modified to address on-lot stormwater facilities.

Reese explained that several proposed rain gardens were reconfigured into underground storage and piping for five to six lots and that Lot 7's existing stormwater facility will be expanded because it does not meet current plan requirements. He said the team submitted a stormwater permit amendment that the Conservation District approved to convert a rain garden into an underground detention facility. After field evaluation found elevations incompatible with the originally proposed piping and ditching along Maple Street, the applicant proposed an asphalt gutter system along the street instead.

Township engineer representative Tom DeAngelo said his review produced minor comments and requested additional details on lot-level BMPs and the stormwater modeling. Solicitor William J. McCall told the commission he could not recommend Final Plan approval until a complete review was provided and noted that a Conditional Final Plan cannot be recorded because recording must occur only after conditions are satisfied. The Maple St. Estates application will return to a future meeting after the applicant addresses the outstanding items.

Why it matters: the changes alter on-lot stormwater handling and street drainage; the commission did not record or approve the final plan Oct. 14.

Next steps: applicant to supply the additional BMP details and stormwater modeling for engineer review before the commission considers final approval.
