Plan Commission asks staff to refine conditional rules for drive-throughs in CMU

Planning staff recommended allowing drive-through services in the Central Mixed Use (CMU) district as a conditional accessory use, adding a subsection with land-use performance standards, and restricting direct access points onto the Historic Square. The proposal was shaped by prior commission discussion and aims to balance potential business needs with preservation of the square's historic character. Staff proposed the commission could limit operating hours, require additional landscaping adjacent to vehicular circulation, and place direct-access prohibitions on the streets immediately adjacent to the courthouse square.
