Board leadership explained the countys rules for public comment at the start of the special session, saying speakers are generally allotted three minutes and that time may be reduced "to allow all members of the public the opportunity to address the board." Kenny Castle stated the time limit and cautioned that it could be shortened depending on the number of speakers.
