As the board moved from earlier agenda items into item four, members began reviewing appropriations and department budgets for Harrison County. A board member raised the procedural issue of entering executive session, asking whether the agenda needed to be amended to permit it: "I don't know if we need to amend the agenda, but we need to go into executive session."
