Finance staff warned council that excessively large reserves can be a factor in competitive grant decisions. Staff recounted a recent example in which a DOLA reviewer questioned why the city needed an additional general‑fund grant given higher reserves in the audit, and said some water projects were ineligible until rates or other conditions were adjusted.
