Public works staff explained that CDOT has given the city a temporary access permit for the Dylan site but programmed the CDOT funds to become available around 2029. Staff recommended advancing engineering and design work in 2027–2028 so that CDOT can reimburse work once funding becomes available; doing so would require the city to front‑fund engineering and potentially use other capital sources to show progress.
