Commissioner Fi pulls updated procurement rules, questions jump in approval thresholds and delegation

"I am not prepared to answer some of the detail questions that you have posed um um just in this moment because I didn't have a courtesy heads up prior to this," she said, and suggested staff either provide a fuller presentation at a subsequent meeting or respond verbally now and follow up with email and corrected materials.

Commissioners discussed whether to remove the procurement item from the agenda. Some members said they were comfortable moving forward since the board had received prior materials; others pressed for the analysis Commissioner Fi requested. The discussion included explicit references to numeric thresholds being increased in the draft (discussion cited movement from $750,000 to $2,000,000 and, in another section, from $250,000 to $500,000) and concern that language had been changed from a statutory phrasing of "shall" to "may" in a provision about holding public hearings.

The board did not remove the item from today's consent agenda. Staff agreed to email the pulling commissioner and interested members corrected exhibits and the analysis requested; staff also said they could bring a fuller presentation at a subsequent meeting if the board prefers.
