Kathrine Melton told the Oak Ridge City Council on March 23 that she did not understand the rationale for a proposed wastewater treatment plant in the vicinity of the city, saying, "there is no known planned community so why is this wastewater treatment plant even needed." She also raised a safety concern, saying the downstream dam "is not engineered for this proposed plant."
