Contractors from Cwell Contracting completed roof work at the highway department but discovered underlying damage that required replacement of 14 sheets of OSB. The speaker said the original bid included only one sheet, so the contractor replaced the damaged OSB and issued a separate invoice for that work (about $727). County staff said they would process two invoices — one for the shingles included in the original bid and a separate invoice for the additional OSB repairs.
