The Dayton City Commission voted unanimously on Feb. 4 to adopt emergency Resolution 6916-26, extending for 180 days a temporary moratorium on acceptance and processing of zoning, occupancy, conditional-use and building-permit applications for residential facilities (commonly described as group homes).
