Planning Commission requires flow study before Dominus Charter School sewer approval

The Wilkins Township Planning Commission on Oct. 16 voted to require Dominus Charter School to complete a Flow Capacity Study before its sewer planning module is accepted. The motion, moved by Ms. Erin Greco and seconded by Dr. Donald Hoffman, passed unanimously: "It was MOVED GRECO – HOFFMAN to have Dominus perform a Flow Capacity Study."

Township staff told commissioners that Dominus estimates wastewater generation will increase the allocation serving the site from 8,000 gallons per day (GPD) to 10,800 GPD. Assistant Township Manager Tim Saunders said the two Ridgecrest Drive service lines feed, in part, into the Lower Rodi Road line and raised capacity concerns, saying that line "at the best of times, runs half full."

Rebecca Vargo, the Township Manager, said the sewer module application must be signed by multiple authorities and that the applicant already submitted an amended application (the amended version was not included in the Commission packet). Engineer Shane Michael (HRG) told the Commission the property owner must perform the Flow Capacity Study and that HRG will review the results; if HRG approves the methodology and findings, HRG assumes technical responsibility for its review.

Next steps: the applicant will commission the Flow Capacity Study and submit results to HRG for review; the sewer module will require signatures from the Township, the Sewer Authority and the Health Department before proceeding.
