A central focus of the work session shifted from plan content to implementation: commissioners wanted clarity on where the plan would live inside county government, how the selected contractor (C4) would coordinate with staff and community partners, and how the board would receive frequent updates. Staff said Bryce, the water and natural resources manager, will serve as the county's primary point of contact and coordinate across departments.
