Board extends sewer moratorium and seeks engineering help, grant funding

The Town of Web board voted to extend a moratorium on new connections to the Old Forge sewer district, reading a resolution that cites Town Code sections 382‑3 and 382‑17 and the superintendent's recommendation that additional connections and deferred repairs could cause groundwater or public-nuisance risks. The extension allows the moratorium to continue for additional six-month periods and reiterates variance procedures for applicants.

During discussion, board members stressed longstanding sewer-system problems and the need for funding. One member said the town is pursuing grant opportunities and noted a current effort to seek about $5 million in grant funds to address priority sewer repairs; the board also said it previously received some grant funding. To support planning and implementation, the board authorized a Statement of Qualifications solicitation for engineering firms to provide pre‑professional services in support of planned wastewater treatment-system improvements; the RFQ will follow New York State Environmental Facilities Corporation procurement requirements and set an August 29, 2025 submission deadline.

Board members framed the combined actions as part of a multi-step approach: preserve system integrity via the moratorium while pursuing technical planning (RFQ) and outside funding to repair high-priority sites. The superintendent will continue to coordinate technical work and grant applications.
