Kent Boyd recommended the committee approve a contract with Emerson Construction to serve as the construction-manager-at-risk (CMAR) for improvements at the Transportation Complex. Virginia Suarez moved to approve the recommendation and Shannon Gowan seconded; the committee voted unanimously to approve the recommendation (4-0).
