Susan Richards (recorded in parts of the transcript as "Sue Lynn Richard") told the board her property's corrugated drainage pipe collapsed during an extreme freeze, causing crawl-space flooding. She said a camera inspection found the pipe fails roughly 30–45 feet out from the foundation and that replacing the line to the rock landscaping would avoid a larger-barrier operation.
