Planning commission approves Holcomb sewage module, conditionally approves subdivision plan

The Codorus Township Planning Commission voted Aug. 19 to forward the Holcomb Sewage Planning Module to the Board of Supervisors and conditionally approved the Johnson Road subdivision plan for Ken and Kate Holcomb.

The commission's approval included conditions that owner signatures and notarization be obtained, five signed copies be submitted to the Board of Supervisors, and a $35 check made out to PA DEP accompany the Sewage Planning Module when the Board signs the plan. "A motion was made by Brenda Miller to approve the sewer planning module for the Holcomb subdivision," the meeting record states; the motion carried. A separate motion by Christine Schwarz for conditional approval of the subdivision plan, seconded by Brian Kaltreider, also carried.

Commissioners and the applicant's engineer confirmed that no stormwater or erosion-control plan was needed at this time because there are currently no plans to build on the lots; a separate submission will be required when permits are requested to build. The commission noted that the Sewage Planning Module must receive PA DEP approval before the commission will sign the final plan for the Board of Supervisors.

Next steps outlined in the meeting record instruct the applicants to provide five signed, notarized copies of the subdivision plan and a $35 DEP check to accompany the Sewage Planning Module when it goes to the Board of Supervisors. The commission's conditional approval permits the Holcomb plans to proceed to the Board but does not constitute final municipal signatures until DEP and signature requirements are satisfied.
