Council took up resolution 43-2026, a development-plan approval for Foxfire Subdivision Phase 5 Parts 1, 2 and 3. The presiding officer asked Bill, a staff member, to explain why the matter was on the special agenda; Bill said the applicant had refiled after a previous 3–2 outcome. "There was a vote. It was three to two. We needed four votes to pass a resolution, and we did not have a fourth vote," Bill said.
