Members described county-crossing ballots and other reporting quirks that slow review. One member told colleagues the practice of taping pages together or faxing results to the county can produce work‑arounds that must be verified against machine logs; the board instructed staff to attach explanatory notes and, when necessary, reprint tapes for the record.
