Police recognition and resident concerns over Sixth Street speeding spotlight enforcement limits

Council recognized Sergeant Tyler Weinhalt for being one of a small number of U.S. drug‑recognition experts who conducted more than 50 evaluations in 2025; the chief said Weinhalt was among the top ten most active DREs nationally and that the credential aids complex impaired‑driving investigations across Lancaster County.

During public comment, Bruce Staler and other residents raised concerns about speeding on Sixth Street near Moravian Manor and requested additional study and countermeasures. Staff and the police chief explained that four‑way stop signs must meet state warrant criteria (crash or sight‑distance warrants), and that speed enforcement in the borough relies on the state's stopwatch method requiring a fixed vantage point; police noted mobile speed display boxes are deployed but do not necessarily record enforcement data. Staff said streets and traffic would review potential calming measures, explore moving a mobile speed box to collect data and coordinate with the manor to identify possible enforcement locations.
