Resident urges Collin County to back state bill lowering nighttime noise limits

Richard Hill, a resident and public commenter, told the court that noisy renters and property owners are disrupting neighborhoods and urged the court to support a state-level change to allow counties more authority over noise limits. Hill said "Virtually every city in Collin County has a noise ordinance," and that he had asked Representative Leach to present a bill to the Texas State Legislature in 2027 to lower the allowable nighttime decibel level to between 55 and 60 decibels.

Hill told the court that Texas law currently limits enforcement and cited a penal-code provision he described as "Title IX, Chapter 42, Section 40 two-one" that restricts loud music to a higher decibel threshold; he asked that a member of the commissioner's court place discussion of the matter on a future agenda and to support Representative Leach's effort. The presiding judge acknowledged the comment and noted it was not on the day's agenda but said the court would consider the request for a future meeting.
