A commissioner asked the board to schedule a work study focused on ‘‘problem properties’’ that pose health, safety and insurance risks to neighbors. County staff said the unified development code (UDC) rewrite presents an opportunity to address such issues, but they also recommended a separate, faster work study to explore interim measures including legislative options, regionalization, budget adjustments and potential county-funded cleanup or self-help programs where legal enforcement is ineffective or too slow.
