Speakers during public comment urged the council to let the June 'Responsible Fatherhood' proclamation stand while adopting clearer policies to govern future proclamations and photo opportunities. Kristen Lee, education director for Citizens Freedom, asked whether a new proclamation policy (item 7C) should be considered before a resolution to rescind (7B) and argued that the proclamation's language itself did not constitute an endorsement of an organization.
