Committee seeks clearer standards for connecting decentralized systems to future public sewer

Members asked the draft manual to specify whether and how properties with decentralized systems must connect to public sewer if it becomes available, and how dispersal areas should be abandoned, transferred or repurposed; presenter recommended reversion to homeowners associations with permanent easements where utilities decline to adopt systems.

The committee discussed standards for mandatory connection to public sewer when it later becomes reasonably available and the disposition of decentralized system components. Chris White said the manual should address whether properties must connect, how a decentralized system would be abandoned or repurposed, and whether dispersal areas should revert to homeowner associations with permanent easements if public utilities do not accept systems.
