Committee members noted multiple technical inconsistencies in the draft manual that could confuse contractors and permit applicants: some sections used micro‑liter versus milliliter notations, and nitrogen treatment limits appeared as ranges ("10 to 15 mg/L") in some places and single maximums ("≤15 mg/L") in others. The planning director recommended the final manual adopt consistent measurement units and either a single enforceable maximum or a clear rule that explains when the lower 10 mg/L limit applies.
