Council approves preliminary acceptance of Post Landing Unit Two with bond verification

The Leon Valley City Council voted to preliminarily accept the public water and sewer improvements at Post Landing Unit Two, located at 7205 Huebner Road, subject to verification of the developer's maintenance bond.

Planning and Zoning Director Michael Gallardo told the council that the city engineer inspected the work in August 2026 and declared the improvements "up to code," and staff recommended approval of the developer's petition for preliminary acceptance. The developer posted a maintenance bond of $483,711.10, which Gallardo said represents 10% of the project's construction cost and covers maintenance and replacement for one year after acceptance.

Developer Weston Martinez said his team had "overengineered" stormwater ponds and welcomed public engagement about community impacts. He told council staff and residents that the developer was willing to use visible signage and targeted notifications to improve advance notice for disruptive activities.

Councilor Campos moved to approve the preliminary acceptance with the additional condition that staff obtain a verbal verification from the issuing surety company confirming the bond. Councilor Hale seconded the motion, which passed on a voice vote.

What happens next: the developer retains responsibility for maintenance for one year. After that year, the city will re-inspect the improvements and consider final acceptance if the public improvements remain in satisfactory condition.
