Trainer explains STAR redesign, A–F system and faster reporting for in‑year interventions

Ronnie Knox described how STAR was developed by educators, field‑tested and revised over two years, and how the 2023 redesign raised rigor and added more open‑ended responses and writing components. He said the online administration shortens the feedback loop, and noted a law tied to the "student success tool" will require scores to be returned quickly when fully implemented, enabling in‑year interventions.

Knox also explained the A–F accountability framework: domain one (student achievement), domain two (school progress including growth comparisons), and domain three (federal closing‑gaps measures). He stressed STAR's role as evidence for instruction — "It measures not what really how they learned. How did we teach?" — and urged boards to focus on both proficiency and growth when reviewing campus reports.
