Resident asks Council to require studies before rezoning/site approval for Genesee St. development

During public comment, Mike Russell urged the Council to require completion and public review of comprehensive studies before approving any zoning changes or site plans for a proposed development on Genesee Street. Russell requested analyses covering stormwater runoff, drainage, traffic, environmental impacts, and effects on public water and sewer infrastructure and warned of potential flooding impacts, neighborhood character changes, and declining property values if studies and mitigation are not required.

He also questioned financial responsibility for necessary infrastructure improvements and urged the Council to consider lower-density zoning or buffering measures to protect surrounding properties. The Council recorded the comment for consideration as part of any subsequent review and public hearing process.
