Council weighs restriping, street prioritization and two drainage projects; asks for final estimates

Council reviewed multiple street‑related exceptional items together: a full citywide restriping/rejuvenation option, a proposed $350,000 continuation of the street prioritization program, and two named drainage projects — Veil Bettis and Inwood Bettis — that are technically street improvements carried in the streets fund.

Alan Thomas and Mr. Shell framed the discussion: the apparent 70% or larger reductions in the streets line are largely comparative to a prior year’s large commitment, not a policy decision to reduce street work. The restriping/rejuvenation option is an up‑front expenditure that would require restriping across the city; council was offered alternatives (targeted repaving versus rejuvenation) and asked staff to return with refined cost estimates and confirmation of fund balances before making allocation decisions. "If you choose to do that version of the next exceptional item, there wouldn't be as much repaving and so this dollar amount would go down," a staff speaker said while describing options.
