Dimmit County: sports complex 'substantially complete' but drainage, punch-list work remain

Keith Franklin, representing Dimmit County, gave a progress update on the Dimmit County Sports Complex, saying the architect certified the project "substantially complete" as of July 6. He told the court that several general contractors worked on the project (Catamount as primary contractor, Geo for turf and a separate playground contractor) and that the county has been working through a punch list and responsibility disputes among contractors.

Franklin said flooding delayed punch-list completion for several weeks and that the county has placed the project into county possession "subject to Catamount completion of their punch list items, turf, landscaping throughout the project." He described what the project team believes are civil-engineering design issues that require a new drainage design to be installed before turf and landscaping can be completed.

"The architect on the project certified it substantially complete as of July 6th," Franklin said. He added that temporary fencing and signage (in English and Spanish) are being installed to cordon off areas while Geo and other contractors complete work, and that Mr. Martinez is coordinating those cordon-and-sign efforts.

The update did not include a firm date for full public opening; Franklin and the court discussed punch-list items and the need to resolve drainage design changes before final turf installation.
