Committee members flagged inconsistent references to full-time hours (30 v. 40) in the draft manual and sought clarification on timekeeping procedures; staff said 30 hours is an ACA threshold for benefits while overtime rules remain tied to a 40-hour workweek and outlined the timekeeper/payroll process.

The full story

Committee members identified inconsistent language in the draft personnel manual about what counts as "full-time." One member pointed out instances where full-time was described as 30 hours in some sections and 40 hours in others. The presenter explained, "The 30 hours comes from the American uh Obamacare basically ACA if they exceed 30 if they 30 or more hours you have to offer insurance to an employee. So they're by the ACA they're considered full-time employee. Overtime rules are still in effect or 40 hours in excess of 40 hours in one week." The presenter said staff would clean up language to distinguish benefit-eligibility thresholds from overtime rules governed by the Department of Labor.
