Councilman Merrill raised concerns about a Star Valley Health proposal to change EMS funding to a per-capita model. Using dispatch data, Merrill said Star Valley Ranch generated substantially fewer EMS calls than nearby Afton — citing "Afton recorded 498 calls in 2024 versus Star Valley Ranch's 99, and 442 versus 65 in 2025" — and argued a per-capita model could require the town to pay disproportionately relative to usage. She also noted the town already contributes roughly $33,000 above what residents pay through mill levies.
