Planning staff presented a draft map and interpretation of the Oregon Administrative Rule governing frequent transit corridors and parking requirements, saying that "line 20 does does in fact meet that that frequency of four stops um or more an hour." The staff explanation clarified the practical effect: properties shaded in orange within a half‑mile of Line 20 would not be mandated to provide parking under the updated code.
