The auditor presented two reviews: a comprehensive performance audit of emergency management and a fact-finding review of the Elections Department. The emergency‑management audit identified seven findings and about 19 recommendations covering governance, staffing, funding arrangements and succession planning; management agreed to roughly 95% of recommendations. Auditor Gavin Hassamemer told the commission that the county currently lacks a single, dedicated cost center and suggested the commission consider the government's acceptable risk appetite when deciding resource levels for emergency preparedness.
