Council voted to select Keller & Associates to provide transportation engineering services after staff and a mayor‑led committee scored qualifications from two firms. Kelly told the council the committee comprised the mayor, staff, and department heads; Keller & Associates led the scoring with a 96.2 average versus 87.4 for the other firm.
