Council considered an ordinance amending Appendix A (fee schedule) to reflect recommended water/waste rate scenarios and a CPI‑based solid‑waste adjustment. Staff said the solid‑waste change aligns to a 4.7% CPI increase under the Republic Services contract and that the water rate scenario selected sought to limit the impact on the lowest usage tier while charging higher tiers appropriately to encourage conservation.
