The Black Hawk County Board of Supervisors opened a work session Jan. 21 to discuss whether to create a county administrator or manager position and to hear an overview of different administrative models from consultant Mike Galloway. The board adopted the meeting agenda by voice vote, then turned to the presentation and questions.
