Board briefed on levy timeline and proposed $11.13 million LTFL rooftop/facilities package

District finance staff provided an overview of the levy process, timeline and a proposed long‑term facilities levy (LTFL) that would cover major roofing and facility repairs. Staff said the board must approve a proposed levy in September and that the levy limitation will be released in August; Truth in Taxation and the final levy adoption are scheduled at the September meeting, when the board would adopt a final levy for submission to the county.

"The 11. the 11 million dollars is is the cost of the levy project is the cost of the roofing project that we're financing, right?" an on‑record speaker said when describing the scope of the LTFL proposal. Staff explained the LTFL revenue is coded and restricted for the intended facilities work and that the Minnesota Department of Education (MDE) or state education office must determine whether the project qualifies for LTFL levy funding before the district may spend levy proceeds on the roofing work.

Staff described levy types the district can use (general fund levy tied to taxable value, community service levies, debt service) and noted an upcoming schedule: staff will return in a work session on September 14 and aim for board approval on September 21 followed by the Truth in Taxation hearing and an adoption meeting. The district also discussed structuring debt and using maturing bond capacity to reduce taxpayer impact. No formal levy adoption or vote occurred at this session; the board will see formal resolutions and levy figures in upcoming meetings.
