Worcester Township staff propose streamlined 'small project' land-development process amid debate over size threshold

At the May 28, 2026 meeting of the Worcester Township Planning Commission, Township Manager Dan DeMeno presented draft revisions intended to establish a usable small-project or minor-lot plan process for limited-impact subdivision and land-development applications. The draft aims to reduce costs and delays for projects with modest impacts, such as lot-line adjustments, simple consolidations, and modest site improvements, while preventing projects with meaningful impacts from bypassing full review.

DeMeno said the proposed process would exclude projects that create new roads, extend utilities, install new stormwater infrastructure, or otherwise require variances or waivers; any matter depending on discretionary relief would proceed through the full land-development process. Commissioners pressed staff about a dimensional threshold: the draft used 10,000 square feet as a working figure, but members discussed lower thresholds including 2,500 and 5,000 square feet, noting that 2,500 sq ft can represent a significant impervious area for a parking expansion. Commissioners also urged that applications submitted under the streamlined process be circulated to or otherwise visible to the Planning Commission so members can flag matters that warrant full review.

The Manager told the commission an eligible small project would face a reduced administrative burden, fewer meetings, and lower review costs, though consultant review and attendance would still be charged when necessary. DeMeno said he would prepare a revised draft incorporating the Commission’s comments for the upcoming joint Board of Supervisors and Planning Commission work session; the Commission made no formal recommendation at the meeting.
