Supervisors approve sewer planning modules for City View and Trooper Ridge

Township staff explained the procedural requirement for municipal approval of DEP Act 537 planning modules: the township submits a planning module to DEP documenting the additional wastewater flows associated with a new development and any required treatment‑plant upgrades.

John, the township engineer, told the board the municipality must submit the planning module to DEP on behalf of applicants to allow those developments to connect to the municipal wastewater system. The board voted to approve Resolution 2026‑12 authorizing submission for City View Apartments and separately approved Resolution 2026‑09 for the Trooper Ridge townhouse project.

"DEP requires approval by the municipality to allow revisions to the Act 537 plan," John said, explaining that the planning module process documents which developments may connect to the township’s public sewer and whether upgrades are required. In the City View case, the developer committed to funding necessary blower upgrades to the township treatment plant as part of its connection requirements.

Why it matters: DEP planning‑module approvals are required before new sewer connections can be recorded and constructed. Approving the modules allows the projects to move to DEP review and final plan stages while ensuring sewer capacity and required upgrades are identified and scheduled.
