The committee considered renewal of the Urban League contract that supports the county's Residential Assistance Program (RAP) and administrative work toward a future debt‑amnesty pilot. Urban League CEO Nancy Flake Johnson and Dorna Werlin of the county's Office of Water & Sewer Customer Advocacy reported that through July 31 the office had received 1,339 RAP applications and that roughly 10% of applicants had been approved under current program rules; the office is conducting a first round of re‑certifications and has published a universal application for debt amnesty review.
