Staff told council that petitioner Short Development had made three substantive changes since the zoning committee: reducing the overall unit count from 40 to 36, increasing the number of units committed as affordable (six units at 80% or less of area median income for no less than 15 years), and limiting retaining walls on the site to a maximum combined vertical height of five feet if terraced.
